Description (partial)

Symptom:
DeployTroubleshootingTool isn't packaged to the FMC and FTD. Start command -- which can be used to fetch deployment relevant logs from the devices registered to the FMC for quick troubleshooting -- can't be executed from FMC.

Conditions:
Any new sub-directory created in src/binaries of the perforce needs a Makefile and build.gradle in that sub-dir to get packaged into Manager/Device. Whenever the Makefile and build.gradle isn't committed to the newly added sub-directories, files committed there will not be packaged and that functionality will never be reflected to the builds.
