Description (partial)

Symptom:
In 17.3.1, secure auto upgrade rommon feature is enabled for all ASR920/RSP2.  On 17.3.1 bootup, device will be autoupgraded to bundled 43r rommon and triggers a reload.  Consecutive bootup of 17.3.1 image comes up successfully.  

Whereas for PID's, ASR-920-12SZ-IM, ASR-920U-12SZ-IM, ASR-920U-12SZ-IM-CC, NCS4202, ASR-920-12SZ-A,ASR-920-12SZ-D 17.3.1 consolidated bin mode fails to boot due to increase in image size and throws mount package service fails error in console.

Conditions:
This problem occurs when customer tries to boot 17.3.1 in consolidated bin mode for PID's ASR-920-12SZ-IM, ASR-920U-12SZ-IM, ASR-920U-12SZ-IM-CC, NCS4202, ASR-920-12SZ-A,ASR-920-12SZ-D.
