Release-note

Symptom:
Traffic lost after te_control restart with PCE initiated RSVP-TE tunnels if binding SID is used.

Binding SID of that RSVP-TE tunnel is removed from:
show mpls forwarding labels <Binding-SID> detail

Conditions:
- MPLS-TE PCC enabled (configured under "mpls traffic-eng pce stateful-client")
- at least one RSVP-TE PCE initiated tunnel with binding SID
- te_control restart
