Description (partial)

Symptom:
The issue occurs on ISR4K utilizing a PRI that has hair pinned calls.   This issue is typically during periods of high call volume.  The customer will notice calls will not setup when the issue happens.  Previous to this, calls will connect and setup normally.  When checking show voice call summary, show voice call status, and show voice dsp active, no stuck sessions are observed.  However, in this defect, the dsp resource manager process thinks that there are stuck calls and rejects new calls as a result.

Conditions:
This defect is caused by the fix for bug CSCvr76534 AND hairpin call flows.

The calls fail in the flex process trying to allocate a resource with credits.
