Symptom:
Alarm notification Policies settings has multiple issues
        1. "By Severity" Field icon is continuously loading
        2. "By Conditions" table grid is non-responsive, cannot edit the filters 'Name', 'Severity'
        3. During Edit of policy:
                a. If Critical severity was checked during create, edit shows (149/285)
                b. for Major Alarms, edit policy shows (372/530)

Conditions:
Create or edit of Alarm notification policy in EPNM 4.0
