Description (partial)

Symptom:
CVP VXML Server does not use proxy configuration added in the registry key when sending POST request to WXM. It attempts to connect directly to the WXM which  is incorrect because there is no direct Internet connection  between the CVP VXML Server and WXM.

Conditions:
WXML Server requesting questionnaire to WXM via a REST API POST
