Description (partial)

Symptom:
After an interrupted service update (ESC switchover mid update) and downstream attempt to revert the update is performed, the service OpData will indicate Service State in that some VMs are in ERROR State, but the Service is in ACTIVE State. If the VMs are in ERROR State, then the Service should be in ERROR State.

Conditions:
The following workflow can result in this condition:
> Deploy ESC Active Standby HA. Deploy a service. Update the service to Add Groups.
> Send an update to delete the group; an ESC switchover happens while the update is in progress.
> Service update fails (InFlight update is expected to fail). 
> Resend the original service update (expected failure).
> Send a service update to revert the deployment's state.  This causes a mismatch of states - some VMs are in ERROR State but the Service is in ACTIVE State.
