Symptom:
Setup:

Mem Link 1 is the only existing member (i.e., not shutdown) in PoCH10. It is carrying both Multicast traffic and Querier messages from RSP3-003 towards Receivers via RSP3-006. The customer is not facing any issue.

Trigger:
======
When a new member link is getting added by issuing No Shut, after 5 mins the receivers are unable to change the channels over BD2606

Conditions:
1. When a member link is added, due to load balancing, the IGMP Query messages are now sent over the newly added member link from RSP3-003 to RSP3-006
2. In RSP3-006 Asic# 1, due to some sequence of shut/ no shut on the member links, the Egress PMF TCAM programming has already gone for a toss (i.e., TCAM entry is missing)
3. Because of the mis-programming of the TCAM in Asic# 1, the IGMP Query messages are getting dropped in Egress PMF of RSP3-006 and are not reaching the Receivers.
