Description (partial)

Symptom:
After a refresh upgrade of an ILS Hub cluster, it was found that 2 out of 7 ILS clusters failed to re-sync all of the ILS data successfully.  The USN values matched, so the clusters thought they were sync'd and did not attempt to sync the missing records.

Conditions:
This has been seen after a refresh upgrade.
