Description (partial)

Symptom:
New collision scenario in below call flow
Assume EBI ID 5, 6, 7, 8 are active  

SGW send Create Bearer request

MME send E-RAB setup request , Activate Dedicated bearer request ---> eRAB 9 and eRAB 10

eNB Send E-RAB setup Response , eRAB 9 and eRAB 10   -----------> Here we can see , eNB already send setup response for bothe eRAB 9 and 10 

eNB/UE send Activate dedicated bearer accept  EBS-ID -9    ---------------------> Here accept for 10 is not yet received

eNB send E-RAB Modification Indication . Modify list eRAB 6,7,8 , DOnot Modify list 5, 9, 10  ----> Here UE is sending 10.

eNB/UE send Activate dedicated bearer accept  EBS-ID -10

Create Bearer Response  " UE is not responding "

Conditions:
New collision scenario in below call flow
