Symptom:
MACsec traffic drop caused by Interop issue between NCS5500 Coherent card running with REL633 and REL 663

Conditions:
Network Topology

1. NodeA  (MACsec enabled)  <----------------------------------> NedeB (MACsec Enabled)

2. Upgrade either of NodeA or NodeB to R663
