Cisco Bug: CSCvu28718 - Block non-existent ACL to be applied under monitor-session for SPAN

Symptom: If i try to apply a non-existent SPAN ACL under monitor-session, the configuration goes through albeit with an error message below .We should block interface configuration of an non-existent SPAN ACL like we block a security ACL. Conditions: Have monitor-session configured under the inteface and then try to apply a non-existent SPAN ACL . this config should be blocked because it causes no traffic to get spanned anymore , which is not desirable. the fact that ACL does not really exists and yet behaves as if its installed because no more traffic is getting mirrrored is not desired.
