Description (partial)

The issue can set an L1/L2 to be down although it is up. Traffic flow can be disrupted or it can skip the firewall depending on the configured down action.

Symptom:
Paths to L1/L2 devices do not get programmed although they are tracked as up. This happens in an active-standby deployment.

Conditions:
This issue occurs during any of the following conditions:
- A leaf node is reloaded.
- A leaf node is upgraded.
- New destinations are added to a redirect policy. This happens due to race condition.
