Cisco Bug: CSCvu26333 - Can't access APIC via SCP tools (WinSCP) as admin. Only root user has access.

Description (partial)

Symptom:
Install an SCP browser like WinSCP.

Using SCP as the protocol and admin user, we cannot connect to the APIC.
Only as a root user (generate password using token etc.), we can login.

This limitation/issue doesnot apply to SFTP.
Using the same WinSCP, admin user, SFTP as protocol, we can connect to APIC.

Also, SCP copy commands from the APIC CLI work fine as admin user.

Conditions:
WinSCP + SCP protocol as non-root user
