Description (partial)

Symptom:
Ethernet SLA reporting artificial drops when loss measurement "loss measurement counters aggregate" command is enabled on 2 interfaces on same Tomahawk NP.

Issue is visible without any transit or control traffic (besides of CFM) on the interfaces.

Packets from the 2nd interface are reported as Sent and Lost on 1st interface.

Conditions:
Ethernet SLA configured with LMM
Tomahawk type LC on receiver side
At least 2 interfaces on same NP with "loss measurement counters aggregate" configured
