Description (partial)

when an issue occurs with the tracking service or if there was a network disturbance, The SMA only sends the alert once that it is unable to communicate with the ESA as follows
TRANSFER: The following centralized services and hosts have been idle for file transfer:
Centralized Service "Message Tracking" has not communicated with the host in 123 minutes.
Centralized Service "Message Tracking" has not communicated with the host in 124 minutes.

no alert is sent after and issue can persist for many days, causing loss of tracking data, this request is to have the SMA re-generate the alert after additional idle time and not just once while the issue is still occurring
