Description (partial)

Symptom:
Many possible symptoms are possible from this defect. These are triggered by high-availability events, for example, l2vpn_mgr process restarting, RPFO, bgp process restarting, l2fib_mgr process restarting. Possible symptoms seen after a high availability event are:
- EVPN traffic flap after HA event
- EVPN Mass Withdraw seen after HA event
- Permanent EVPN traffic loss 30 minutes after HA event

Conditions:
IOS-XR version 7.0.1 or higher
EVPN configuration
High-Availability event occurs (process restart, RPFO, etc)
