Description (partial)

Symptom:
Backup scheduler fails to continue taking backups after restarting the Socialminer server.
Steps to reproduce:
1) Install 12.0 SM server
2) Set up scheduled back lets say for 8:00AM
3) Restart SM server with "utils system restart" before 8:00AM
4) Back which was supposed to start at 8:00AM will not start

Observed in system which are 12.0 fresh installed.
If system is upgraded to 12.0 from older version issue is not seen in lab.

Conditions:
Restart of server done before scheduled backup
