Description (partial)

Symptom:
This is an enhancement request to support TURN as the media relay server for Cisco Jabber.

From Cisco Jabber 12.5,  we support Interactive Connectivity Establishment (ICE) passthrough to allow MRA-registered Cisco Jabbers to pass media directly between endpoints using Host or Server-reflexive candidates. Currently, as per design, Jabber does not support TURN (Relay address) for media path negotiation. 

Which means that, if host/server reflexive candidates failed for ICE negotiation, we will keep use the JabberA > VCS/E > VCS/C > VCS/E > JabberB as the media path.

The normal process for this should be:
1. Both two Jabber are over MRA
2. Call setup and media connected successfully, its JabberA > VCS/E > VCS/C > VCS/E > JabberB
3. After media connected, both Jabber A and Jabber B will try to do ICE negotiation.
4. If host/server reflexive/peer reflexive could negotiate successfully. Switch the media path to Jabber A <> Jabber B.
5. If it failed, and only TRUN relay can be used. Keep the media path JabberA > VCS/E > VCS/C > VCS/E > JabberB

Cisco Jabber 12.5 registered over MRA with TURN configuration
