Description (partial)

Symptom:
Prime Infrastructure 3.8 may become unable to see the AP or Client count from a Catalyst 9800 eWLC, because the telemetry BIPC between the 9800 and Prime Infrastructure's Coral service gets stuck.

Conditions:
This was observed in the normal operation of Prime Infrastructure and the eWLC.
