Description (partial)

Symptom:
IN THE LOGS, 
First encountered are %SYS-2-MALLOCFAIL messages,then %SYS-2-CHUNKEXPANDFAIL messages, leading into IPCCL messages before the %ENTROPY errors begin on CLC0, which left unchecked will crash the Standby CLC.

Example SysLog messages:

6429419: CLC 0/0: May 14 10:31:04.935 EDT: %SYS-2-MALLOCFAIL: Memory allocation of 4252 bytes failed from 0x10516B40, alignment 8 

429420: CLC 0/0: May 14 10:31:04.936 EDT: %SYS-2-CHUNKEXPANDFAIL: Could not expand chunk pool for messages. No memory available

CLC 0/0: Apr 27 20:56:02.092 EDT: %SYS-3-CPUHOG: Task is running for (2278)msecs, more than (2000)msecs (7/7),process = Logger.
