Symptom:
The TMS admin guide does not do a good job explaining why a customer would want to configure a TLS client Certificate.  TAC and customers both are confused by the purpose of this option.  I propose the TMS documentation verbiage be revised:

TLS Client Certificates
When TMS is initiating outbound connection to systems, if the system requests a client certificate from TMS, TMS will provide TLS certificates configured here to verify its identity
