Cisco Bug: CSCvu22505 - Currently existing and active users in CI are triggering the sideboarding email flow

Description (partial)

Symptom:
Users who have been existing in CI and active in their enterprise org are receiving multiple emails with subject line:  "subject": "<user> invited you to Cisco Webex Teams".
When checking Splunk logs, for the examples I have seen, these emails are generating with either "templateNameText":"templates/selfreg-side-boarding-invite-plain-text-A-template.vm" or "templateNameText":"templates/selfreg-side-boarding-invite-plain-text-B-template.vm".

Conditions:
The issue appears to happen when a user is either invited/added to a new 1:1 space OR creates a new 1:1 space with another user (there are examples where the user creating the 1:1 space is receiving sideboarding emails).
