Description (partial)

Symptom:
All the BFD sessions go down and come back up on a vEdge. This happens if the device has its control connections flapping continuously with the vSmart

Conditions:
When the control connections flap continuously with the vSmart. When this happens, the device goes in and out of GR. "rx_spi_ipsec_drops" can be seen in the "show system statistics" output.
