Description (partial)

Symptom:
NCS 55A1 : fib_mgr[168]: %PLATFORM-PLAT_FIB-3-HW_PROG_ERROR : HW Programming failed for table,mplsnh,key

Conditions:
This issue has been seen after we shut/unshut the BE interface and traffic got rerouted to another path.

This issue is very specific to RSVP TE  scenario, when it has protection and FRR gets triggered. When tunnel is in FRR active situation, if backup path adjacency flaps ( goes to incomplete and the complets again) then this HW_PROG_ERROR can be seen. 
In normal scenario tunnel takes backup path and tunnel gets re optimized (if tunnel is not created via explicit path), then we wont see this issue. This is some race condition, where tunnel in in frr active state and backup link also flaps at the same time
