Symptom:
Based on the Jabber Parameter Reference guides for the Parameter "StartCallWithVideo" :

"Server settings take priority over this parameter in the client configuration file. However, if users change the default option in the client user interface, that setting takes priority over both the server and client configurations."

This Enhancement Request is to address scenario where customer has two different deployment standards where for few users(like Jabber on Mobile users) needs to *not* start calls with video by default whereas a few other users(like Jabber on Desktop users) needs to start calls with video. 

Client Interface side configuration can always overwrite it finally but the requirement is to have these as deployment standards by default.

Conditions:
This is applicable to all Jabber deployments (Desktop and Mobile) and is applicable on all Jabber versions till 12.8.x
