Description (partial)

Symptom:
High CPU usage by IS-IS Update process for several seconds.

Conditions:
Segment Routing is NOT enabled on the Local router.
Segment Routing is enabled on another router in the network - but SIDs have not yet been assigned for the node address(es) of that router.

 That router is advertising a large number of prefixes e.g., leaking prefixes from another level.
Reachabiliity to some of the prefixes is flapping with some frequency.
