Cisco Bug: CSCvu16747 - Upstream port flaps on addition of FI-A Eth1/10 with active twinax to LACP port channel

Description (partial)

Symptom:
Constant interface flapping observed on an upstream catalyst 4500-x connected to a 6454 while using LACP port channel with SFP-H10GB-ACU7M.  The flapping is observed on FI-A Eth1/10, when this port is added to a Po as the sole member or and additional member.  Issue is not observed when using individual links.

Conditions:
FI: UCS-SP-FI6454 on 4.1.1b
Catalyst:  4500-x on 3.10.2 or 3.11.2
SFP-H10GB-ACU7M

Issue was consistently recreated on the FI-A Eth1/10 connection to the catalyst.  The port flapping begins almost immediately with addition of FI-A Eth1/10 to a Po configuration, while no issue is present on the FI-B/catalyst port channel.

Condition remained after FI RMA and twinax replacement.
