Description (partial)

Symptom:
UCSM connected to UCS Central, using default FC policy with default io-throttle-count of 16 might push servers into pending-reboot when DME detects the difference between the current value on the service profile (256) and the unexpected default value from UCS Central (16).  This would only be for Service Profiles that make use of the default FC policy - global-default.

Conditions:
Anything that causes DME to evaluate changes in the desired configuration and the deployed configuration.
Seen during UCSM upgrades as well
