Description (partial)

Symptom:
While enabling remote-leaf direct forwarding for an existing RL vpc pair it is observed that connectivity loss is seen when communicating from the pod that the RL is not a part of to the BD pervasive gateway on teh RL pair. Specifically the issue is seen AFTER the first vpc member is decommissioned and brought back into the fabric and AFTER the second leaf is decommissioned and reloaded, and BEFORE the second leaf is brought back into the fabric.

*Note that this only affects reachability to the pervasive gateway on the RL from sources in the pod that the RL is not part of.

Conditions:
The issue has been recreated in the following scenario:
1. Configure a multipod fabric
2. Configure a remote leaf pair that is a part of pod B (no remote leaf direct forwarding at this point)
3. Configure remote leaf direct forwarding (routeable subnets, teps for RL, enable the feature)
4. Decommission vpc leaf A. Clean reload and commission back into the fabric.
5. Decommission vpc leaf B.

Until vpc leaf B is commissioned back into the fabric Pervasive gateways deployed on the RL pair will not be reachable from sources in Pod A if a coop lookup is reuqired for the Pod A > RL Pod B flow.
