Description (partial)

Symptom:
When ESC is deployed in an AA configuration, the NB deployment management interface (ETSI/confd based) is homed by the AA cluster leader node which provides NB interface access to follower nodes through proxy connections.   When AA health monitoring running on the leader declares a follower unhealthy, the NB proxy connections to the follower are terminated.   In some cases AA health monitoring can be too aggressive in declaring a follower node unhealthy.  When this happens NB notifications from a follower can be dropped preventing critical VNF lifecycle events from reaching the ESC VNFM and ultimately the external NFVO.

Conditions:
The behavior exhibits when a follower node is loaded which in turn can degrade the responsiveness of the health check interface utilized by the leader.
