Description (partial)

Symptom:
When an AP is on the network and shows up in DNA Spaces IOT services as a BLE transmitting device, and once the AP is no longer up according to DNA Spaces, the AP will still have an active BLE Status. 

This will also affect the total count for the AP BLE transmitting profiles.

Conditions:
DNA Spaces IOT services portal active
AP BLE beacon transmitting status active
9800-40 controller and 9130 AP
