Description (partial)

Symptom:
In a simple SM setup (see topology on Further Problem Description Field) with RP on the SPT path, we can see traffic coming in and going out on RP and then coming in on P node but not going out.
Also, on P node we see only the (*,G) entry and then the (S,G) is not created at all. Issue is only applicable to xrv9k platform.
