Symptom:
Impact to Jabber Running in Background Mode
iOS will terminate Jabber if it's running in background mode.

For example, if your organization uses Jabber connected with Unified CM to deliver calls, it will not be able to receive calls when it runs in background mode.

Or, if your organization uses Jabber connected with IM&P to deliver messages, then it won't be able to receive messages and presence statuses when it runs in background mode.

Impact to Jabber and Webex Teams
The following issues will occur on Jabber or Webex Teams clients that run on devices with iOS 13 SDK when registered with Cisco Unified Communications Manager or in conjunction with Cisco Unified Communications IM & Presence Service.

Due to government regulations to prohibit any VOIP app from showing CallKit when it gets a notification. Hence iOS13 APNS changes that were done with F12470 can not be used in the region since push notification will show callkit. 
CUCM will have to send notification using a different channel and can not use voip channel.

Conditions:
Jabber or Webex teams clients on iOS13
