Description (partial)

Symptom:
After the following steps, old active fails to boot twice:

1. Boot both cat9400 SUPs with BLD_V173_THROTTLE_LATEST_20200504_012739 and wait for SSO.
2. Shut down 1 power supply to trigger autoLC shutdown. LC# 4 and 7-10 are shutdown.
3. Wait about a minute and do SWO and keep old active (R0) in rommon.
4. Restore the PS and wait for the LCs to come up.
5. Boot R0 but it reloads
6. Boot R0 again but it reloads and fails to return to rommon after 10 minutes and need to power cycle. R0 said
