Cisco Bug: CSCvu14945 - Multicast IGMP v2/v3 traffic being forwarded out of same ingress interface with PVLAN Configured.

Symptom: On PVLAN deployments, IGMP traffic is getting sent out of the same ingress interface where it was received. When performing a Fed Punt/inject Capture we are able to see the IGMP packet in both directions. It seems that the injected packet gets sent back out the ingress interface. Conditions: * Device is running 17.1.1 or 17.2.1 * Seen on Cat9300 and Cat9400 * Both IGMP Snooping and Private Vlan must be Configured. * There has to be at least 2 interfaces with at least 1 of them configured with PVLAN. * Issue can be triggered with both a PVLAN Trunk or a PVLAN Access port. * Issue is not impacting on 16.12.03a, 16.09.05 (issue seems to be only on 17.x train)
