Description (partial)

Symptom:
Intermittently, the 10GBase-SR link between N9K-C93180YC-EX and Intel X710 NIC fails and starts to flap continuously until the SFP on the Intel's side is reseated (removed and then inserted back).

Conditions:
- 10GBase-SR link
- Intel X710 NIC
- Cisco's SFP used on the ACI switch side
