Description (partial)

Symptom:
Currently, it is possible to dial out from a CMS Space to IVR and this can cause issues for ongoing meeting.  Some customers are not able to set up their deployment with Host / guest, so the callLegProfile "AddParticipantAllowed" is not a solution.
There should not be a need to dial out from a space to an IVR, so the customer ask is to block the ability to dial IVR from within a cospace.
