Description (partial)

If , its is set "meetingRecorded": false in the API request script, it will get 'true' value in every situation. Even we don’t include "meetingRecorded" when scheduling a meeting, it will get "true". The default value has to be "false".

Basically, all meetings initiated from the REST API will be having recording ON.  Expected behavior should be set as recording OFF for any meeting initiated through API.  If any user needs recording on, the attribute value can be set as "meetingRecorded": true.

Tested this on several different CWMS versions (2.8, 2.8MR2, 3.0, 3.0MR3 Sec Patch2, 4.0, 4.0MR3).  All are showing buggy behavior. 

Only 2.8 FCS is working fine. Where the default attribute value is set as "meetingRecorded": false , when we set it as "meetingRecorded": true" then an only meeting is recorded.
