Release-note

Symptom:
When primary candidate path with an explicit path using IP addresses fails, traffic is immediately switched to the secondary candidate-path. In the case that the primary candidate path had TI-LFA protected segments, this is not necessary and can cause traffic loss.

Conditions:
2 candidate paths using explicit segment-list with IP address that resolve to TI-LFA protected labels. The primary candidate path has a failure.
