Description (partial)

Symptom:
User with Any role other then User/System Admin unable to change PIN/PASSWORD for user with any system/custom role

Conditions:
1) Assign User A - Help Desk Admin and User B with say greeting admin or (any system/custom role) 
2) Login with User A into unity connection on any releases 11.x , 12.x or 14.x
3) Go to User B and Edit--> Change Password -> Voicemail PIN --> Enter Pin --> Click Save
4) We will have "Not Authorized" error
