Description (partial)

Sample Call-Flow: Party A -- CUCM -- sip -- GW -- E1 QSIG PRI -- PBX -- Party B
Party B is configured for call-forward no-answer so the PBX sends a FACILITY msg for rerouting the call to Party C.

QSIG Redirect on PBX call-flows will not work if GW is configured for qsig decode since in this case, it is the GWs responsibility to generate the 3rd (Redirect leg).

Also, we can see the call teardown if the PBX end sends a DISCONNECT msg for call leg with party B.

Following conditions need to be met:
1. QSIG Decode is enabled on voice gateway

2. Serial interface for QSIG is configured with the "isdn supp-service name calling" command:

Interface Serial0/1/0:15
 isdn supp-service name calling

3. IOS-XE version should be anything apart from 16.9.x
