Description (partial)

Symptom:
The crash appears to be due to an interaction between EEM TCL and ONEP in regards to the cli commands.
- The crash is due to EEM TCL attempting to get the username off a TTY but the address for the TTY is invalid
- The address for TTY was actually an ascii value, so when it was dereferenced the crash occurred due to an invalid pointer
- When Netconf-yang is configured, NESD syncs the running configuration to the running datastore
- ONEP is used in 16.9 by NESD for the various operations
- ONEP debugs indicate NESD is executing the cli command: "do-exec show running-config"
- The TCL script will intercept the "show running-config" and this seems to be when the crash occurs

Conditions:
This defect is caused on IOS-XE itself, not on any specific platform. So it would affect all platforms running IOS-XE on 16.9.x and having same conditions.
- The TCL script does the following:
    - Monitors the cli for the commands "show running-config" or "show configuration"
    - Intercepts the cli command and prints the configuration minus any lines that contain the words: "server-private", "secret", "manager"
