Description (partial)

Storm control never worked in sugarbowl for control/data/BUM traffic hitting sup region FIE acls. This has been a day one behavior of FIE feature in sugarbowl.

Symptom:
When a Cisco N9K-C93180LC-EX, N9K-93180YC-EX, or N9K-C93108TC-EX leaf switch receives control, data, or BUM traffic from the front panel ports with the storm policer configured for BUM traffic, the storm policer will not get enforced. As such, the switch will let all such traffic through the system.

Conditions:
This issue occurs if the following conditions are met:
- The storm policer is enabled for BUM traffic.
- FIE is enabled on an EPG in a Cisco N9K-C93180LC-EX, N9K-93180YC-EX, N9K-C93108TC-EX, N9K-C9348GC-FXP, N9K-C93108TC-FX, or N9K-C93180YC-FX leaf switch. 
- The incoming control, data, and BUM traffic rate that hits the FIE supervisor ACLs exceeds the storm policer rate or burst.
