Description (partial)

Symptom:
APIC assigned same dynamic vlan/encap to two different EPGs on same leaf.
Can be checked in Fabric ->Access Policies -Pools -> Vlan -> DYNAMIC_VLAN_POOL -> Operational tab
There will be two different EPGs using the same vlan/encap number.

Also fault is raised
Fault delegate: Configuration failed for node NODE_ID PATH_ID due to Encap Already Used in Another EPG, debug message: encap-already-in-use: Encap is already in use by TENANT_NAME:AP_NAME:EPG_NAME;

Conditions:
VMM integration with APIC.
