Symptom:
Timestamp format will be shown always in UTC

After upgrade to 9.14(1), syslog messages are stored in buffer in UTC when the clock is showing local time. This makes syslog messages are shown with a difference time between the local time configured and UTC.

This also can be seen when the syslog messages are being sent to an external syslog server.

Conditions:
ASA upgrade to 9.14(1)
