Symptom: IP is learnt as local Endpoint with MAC 0000.0000.0000. The reason behind this is EPM gets an update for the MAC+IP with an older timestamp. MAC update is rejected and IP is processed as local EP. This caused EPM crash in one scenario and in another case there was a bounce req and EPMC tried to program the all zero MAC and crashed. Conditions: This can happen when EPM receives an update from peer with an older timestamp. The fix is to reject the entire req instead of processing IP alone.
