Description (partial)

Symptom:
A 1 minute (60 second) negative-map-reply (NMR) causes a race condition, preventing the border node from populating its map-cache, and from allowing external communication to reach the endpoints in the fabric.

Conditions:
This was observed in an installation where the border node and the control plane node are on separate devices.  The endpoint ID (EID) has not been registered, though a source outside of the fabric site is attempting to communicate with that endpoint.
