Description (partial)

Symptom:
Optimize the behaviour of US-scheduler during higher utilisation periods (above 50% usage) in order to reduce the jitter and latency.

Due to the fact that the size of the contention window reduces with higher utilisation (contention window fills all the empty timeslots in MAP), the probability of having collisions on the contention window will increase, therefore forcing the modem to backoff. Also, some grants might be pending during that time, which may cause additional jitter (each pending grant causes an approximate 2ms jitter, as the modem will have to wait for the next MAP to get the BWR granted.

During higher utilisation periods (above 50%usage)
