Description (partial)

Symptom:
On C9200L,
- A copper port is Up even without connecting a cable.
- If BPDU Guard is configured, the interface gets into err-disabled state.
- On empty port, switch sees itself as CDP neighbor.

Conditions:
Issue is not seen on a switch which is up and running and can happen on any random port (only on ports where nothing is connected) after bootup. 

Issue is specific to C9200L switch and can happen on stand-alone or stack.
